What is the RoHS Directive? 
It is a directive to remove six banned substances in electrical and electronic equipment and to contribute to the environmentally sound recovery and disposal of waste electrical and electronic equipment.

What are the six banned substances included in the RoHS Directive?
  • Lead (Pb)
  • Mercury (Hg)
  • Cadmium (Cd)
  • Hexavalent Chromium (Cr Vi)
  • Polybrominated Biphenyls (PBBs)
  • Polybrominated Diphenyl Ethers (PBDEs)

With the deadline for RoHS compliance upon us, Car-San has developed the following policy to assist our customers and suppliers with this transition. 

As a Contract Manufacturer, Car-San Manufacturing assembles product to our customers’ specifications. According to Article 3 section (b) paragraphs (i) (ii) (iii) of the Directive 2002/95/EC, Car San Manufacturing Limited does not bear the responsibility of complying with the RoHS directive, but is certainly available to assist our customers in the transition to Pb-free manufacturing. Car-San can contractually provide assistance in the conversion to RoHS compliant materials but ultimate responsibility remains with the organization that holds design control.

Our customers expect Car-San to be able to control the use of compliant and noncompliant

Inventory Control / Materials Declaration:
Non-compliant material will remain in stores as-is. Compliant material will be designated with a part number ending in LF. RoHS compliant products will be supplied with a certificate certifying compliance and all supplier certificates will be kept on-site for 4 years.

Process Control:
Specific soldering stations and soldering pots have been set up and designated RoHS compliant. All personnel are receiving training for the Pb-free manufacturing and inspection standards. Procedures for implementing trial manufacturing runs and reflow profiling are in place. As each customer’s requirements are specific, we recommend a face-to face meeting with customers’ representatives to discuss the ramifications throughout the system.

It is essential that our customers develop a plan, which includes (but is not limited to) addressing the following supply chain issues:
  1. to establish responsibility through supply chains
  2. to consider re-design of some products due to lead-free enforced obsolescence
  3. to develop the ability to perform audits
  4. to perform manufacturing trials & cycle testing
  5. to understand that there are significant differences between traditional vs. Pb-free manufacturing (i.e. the Pb-free process runs hotter, solder joints look different, the use of no-clean fluxes, etc…)
  6. to exercise due diligence in the event that the customer chooses to apply for an exemption

It will be necessary for our customers to identify their assemblies that need to be compliant and revise their drawings and Bills of Materials accordingly to reflect these changes.

Most component manufacturers have created new part numbers for the RoHS compliant components that were not previously compliant. Some component manufacturers may not transition all current designs into a lead- free form, and it is necessary to maintain a close dialogue with the suppliers about their future policy. You may need to source the components from alternative suppliers, or even undertake a re-design as some manufacturers have stated that they will phase out non-compliant material, driving changes to customer’s BOM’s even if they do not require RoHS compliance.

Most component manufacturers have websites that list component datasheets and part compliant status and availability.

Car-San has requested that all of our suppliers submit to us a copy of their RoHS policy/position statement. Any RoHS compliant material that is supplied after July 1, 2006 will require proof of certification.
